The main objectives of this study is to examine and analyze the present existing situation, condition, resources and services of library and their management for effective organization. Reference service is one of the library's primary services behind acquisitions, classification, cataloguing and physical planning. This service provides personalized assistance to library users in accessing and using suitable information resources to meet their needs. Random sampling method was adopted in order to select sample size after determining the total population. The required data and information have been obtained from the primary source and secondary source with the help of semi-structured questionnaire. For this, four academic campus libraries were selected (PK, TC, NCC, PY) in the Kathmandu valley. The analysis of this study includes 117 respondents which is 84.8% of questionnaire distributed. The questionnaires were distributed to 30% of the total population. The total population in this study was 464 students. Among 117 respondents, 24 respondents belonged to Padma Kanya Campus studying in Master Level first year in Humanities faculty and 26 respondents belonged to Tri-Chandra Campus studying in Master Level first year in Humanities faculty. Similarly, 29 respondents belonged to Nepal Commerce Campus studying in Master Level first year in Management faculty and 38 respondents belonged to Public Youth Campus studying in Master Level first year in Management faculty. According to the findings of the research, most of the respondents view that the collections of documents in the library are inadequate. Thirty nine percent of the students visit library daily. Those who mostly visit library for borrowing the textbook. Sixty three percent of the students are satisfied with the opening hour of library but only 36% are not satisfied with the existing time period. Sixty seven percent respondents mentioned that they are familiar with the reference materials. Sixty two percent students are not satisfied with the reference materials which are insufficient in total collection of the library materials. More than 50% students have knowledge about catalogue system and 86% have responded for the necessity of the catalogue system. It highlights for the development of library, efficient library services, professional librarian, sufficient budget, standard-classification scheme and standard-cataloguing system. Modern computerizing and online services are the main problems for the users without which the users cannot get effective information. Therefore, the libraries should address all such shortcomings to improve their conditions and need to be carried out positive attitude of the library users in the existing campus library. Today, it is virtually not possible for any library, however big and rich; to acquire all the publications due to rapid rising flow of new publications. As well as libraries are collecting, storing and processing the same documents making huge investment of money, manpower, materials and time. Resource sharing is the best and effective measure to solve many of these problems and which allows productive use of the available information and knowledge sources between and among the entire libraries' network for the reading community. It is not known that how many libraries are participating in resource sharing activities in Kathmandu valley by using computer networks. CDS/ISIS library software is used by most of the libraries in Nepal. However these libraries have not maintained CCF, due to lack of consortia. The objectives of this study are firstly to find out the existing condition of resource sharing among the libraries of Kathmandu valley through the use of IT, secondly to find out the view of libraries and library professionals about resource sharing, thirdly to find out the views of library users regarding existing condition of resource sharing and lastly to find out the importance of CCF among the libraries for resource sharing through computer network. The study is limited to ten different types of libraries of Kathmandu valley. Tribhuvan University Central Library (TUCL), Central Department of Population Studies Library (CDPSL) and Public Administration Campus Library (PACL) are the academic library; Nepal National Library (NNL) is the National Library; Kaiser Library and Kathmandu Valley Public Library (KVPL) is Public Library; Social Science Baha Library (SSBL) and International Centre for Integrated Mountain Development Library (ICIMODL) are Special Library; Center for Economic Development and Administration Library (CEDAL) and Nepal Academy of Science and Technology Library (NASTL) are vii Research Library. The study is limited to those numbers of libraries which is using CDS/ISIS library software for creating databases and the data is collected within 7th April 2009 to 21th April 2009 through the questionnaire. In the context of Nepal, no studies have been carried out on resource sharing through computer network. So, the fourteen related international literature have been studied and most of the reviewed literatures are focused in topic. The study focused on the digital resource sharing especially bibliographic database and eresources which is easy to share among the libraries. Most of the libraries of Kathmandu valley are using ISIS library software. The population of the study is a number of those libraries which is using ISIS library software for creating database. Ten different types of libraries have been selected as a sample for the data collection. The selection of libraries is depending upon the nature, types and easy availability. The researcher has used a set of questionnaire including 18 questions, informal interview, and observation as his basic instruments of data collection. Different types of responses are found on the way of data collection. All of the responses are analyzed and presented diagrammatically in the form of table and then tabulated data are presented diagrammatically in the form of bar-diagram and pie-chart. Every question are analyzed and presented of this thesis and drawn out the findings. According to the objectives, the major findings of this study shows that all libraries are interested to provide resource sharing service but among the libraries have no any cooperation or agreement for resource sharing. 50 % of libraries are providing resource sharing facility through their website. But this is not formal way of resource sharing on the principle of co-operation among the libraries. Because there is no any library network in Kathmandu valley to coordinate between and among the libraries, only one library is using Delhi Library Network for resource sharing. 100% libraries have maintained bibliographic databases of their collections in computer and all of the libraries have known about CCF but only 70% libraries have used CCF for creating databases. 60% libraries have faced users request for resource sharing and also 90% libraries have faced users request for collection development. It indicated that users are known about resource sharing and they are not satisfied with the collections and services of the library. This is viii the age of IT so online resources are going to popular day by day in library professionals as well as users. All types of libraries are interested to provide online resources but they haven't produced their own e-resources. They are providing some of the international eresources like JSTOR, EBSCO Host, Emerald Insight, Wiley Black-well, AGORA, HINARI etc. which is free to use along with TUCL is also providing electronic Nepali Journals to the users. To provide effective resource sharing service to the users, firstly there is urgent need of library network to connect the libraries on the basis of co-operation or agreement. This is the age of IT so libraries should be focus online resources like e-books, e-journals etc. and also focus on e-databases of all the library collections. The growing interest in general user's database searching and Web searching ability naturally leads to the awareness that some kind of guidance is needed. Since IR on the database or Web has many similarities with traditional IR, IR skills of retrieving information have been adopted to teach general users how-to search or about retrieving information from the Web. Two major concerns regarding users’ behavior are frequently found: the queries tend to be short, and Boolean operators are insufficiently used in structuring queries. Drawing on the social informatics view of IR and the semantic Web research, this thesis first argues that short queries have unique values in database searching and Web searching because OR and NOT operators shows grater effectiveness upto two keywords among the both user groups. It also argues that using Boolean operators is an effective strategy in database searching and Web searching. Because Web searching is generally motivated by knowledge discovery purpose, high recall and precision is not as important as it is in small databases, so database searching become more sophisticated with Boolean operators. The study also discusses the tradeoffs between the benefits of operator use with enhanced search interfaces and the time and effort that users need to exert to use the features. The study mainly focuses the information seeking behavior of library professionals, M. Lib. Sc. Students, general users of university level, and researcher. Their behavior or skill measured with the help of questionnaires on the basis of their personal knowledge and experience. Therefore BOOLEAN OPERATOR IN LOGICAL AND EFFICIENT INFORMATION RETRIEVAL study highlights the skills and abilities of potential and novice users. For this study data has been collected from four main libraries viz: TUCL, ICIMOD, SSBL, and KUSOM their professionals and users have taken as the source of information. Total 24 questions were formulated to evaluating their skills of coordinating vi the keywords and their techniques of implementing Boolean logical operators for successful query formulation. Total 63% and 48% of professionals and general users respectively were used Boolean operators while they navigating and it meets its hypothesis. In similar investigation total 65% professionals feel Boolean operators are user friendly and rest 35% not feels so. Similarly only 41% general users feel it user friendly whereas 59% general user not so. Five search tasks associated with TUCL online database has been presented to fill-up in each questionnaire, only 115 respondents were participated out of 150. The respondents so selected provided 115 5 3 1725 search results. After completion of search the output results as obtained by two broad user groups were compared with the result as obtained by database expertise for the relevance assessment. Total value obtained by two (2) broad user groups, professionals and general users to their five (5) titles, corresponding to three (3) Boolean operators i.e. total 253 30 Chi-Square ( 2 ) test was used as the significance of the study. Conclusion and recommendations has been drawn on the basis of this analytical and exploratory study. It finally discusses the carryover of user's information behaviors across different kinds of the digitized library or automated library database or Web, and the effects of the strong commercial forces which spur the need for sophisticated IR skills in shaping user's information habits. It concludes that a different model based on the social cognition theories and practical is needed to approach general user's problems with information retrieval on the database and Web.
