Abstract

This study, entitled “Current Status and Challenges of Office Libraries at Singha Durbar,” examines the existing state, functionality, and challenges faced by office libraries located within the Singha Durbar complex in Kathmandu, Nepal. The research focuses on five representative libraries: The Library of the Ministry of Federal Affairs and General Administration, the Ministry of Education, Science, and Technology Library, the Water and Energy Commission Secretariat Library, the Ministry Law, Justice and Parliamentary Affairs Library, and Ministry of Culture, Tourism and Civil Aviation, Office of Prime Minister and Council of Ministers Library, Ministry of Finance Library, Ministry of Industry, Commerce and Supplies Library, Ministry of Women, Children and Senior Citizen Library, Administrative Court Library, Ministry of Energy, Water Resource and Irrigation Library and National Planning Commission Library. These libraries play an essential role in supporting policymaking, research, and governance through their collections and services. The findings reveal that these libraries possess distinct strengths, such as specialized collections, ongoing digitization efforts, and professional library staff. For instance, the collections range from 4,000 to 15,000 items, encompassing books, government reports, environmental assessments, and digital resources. However, challenges such as limited budgets, lack of ICT-trained staff, space constraints, and restricted user accessibility hinder their functionality. While some libraries, such as the Ministry Law, Justice and Parliamentary Affairs Library, are poised for modernization through relocation and infrastructure upgrades, others struggle with systemic issues that slow their progress toward digital transformation. The study concludes that transitioning to digital platforms, enhancing ICT infrastructure, increasing staff training, and fostering collaboration with other libraries are critical for addressing these challenges. These efforts will enable the libraries to better meet the evolving needs of users and fulfill their potential as resource hubs for governance and research. Recommendations include increasing budget allocations, expanding digital collections, and promoting user awareness to strengthen the libraries' roles in national development.
